One of the most chilling aspects of Elliot Rodger's killing spree in Santa Barbara, Calif., on Friday was that he foretold his actions in a YouTube video posted earlier that day. Cyber law experts say it's nearly impossible to monitor a site such as YouTube in the hopes of preventing similar crimes.
